Managing Workers' Compensation Plans for Self-Insured Groups

History of SIG Solutions Inc.

Self Insurance Group Solutions, Inc. (SIG) has been the program administrator for Finish
Line Self Insurance Group, Inc. (Finish Line) since 2007, while the principals in SIG
were the drivers and are considered to be the founders of Finish Line in 2005. Under the
administration of SIG, Finish Line has flourished while providing a stable workers'
compensation program for the quarter horse industry in California since 2005 and the
thoroughbred trainers since July of 2011.

Finish Line, through the "hands on efforts" of its administrative staff has been judicious in the supervision of the administration of claims, first with a third party administrator (TPA), and then with Finish Line Self Insurance Group, as the first and only California self-insurance group to be permitted to self-administer their claims and most recently certified by the state of California as a third party administrator of claims.

SIG Solutions has managed the self-insured workers’ compensation program(s) from formation that in all likelihood saved the horse racing industry in California. In doing so we have found that a hands-on approach to operating a program is a path to success, which has led to Finish Line Self-Insurance Group being the only SIG in California that not only administers their own claims, but is also an OSIP certified Third Party Claims
Administrator (TPA).

SIG is the only program administrator to successfully obtain the certification to self-
insure for a group under the new Department of Industrial Relations Office of Self
Insurance Plans of the state of California (DIR) regulations. On July 1, 2017 Post Time
Self Insurance Group received their certificate to self-insure from the DIR in response to
a request from the California thoroughbred trainers to form their own self-insurance
group, separate from Finish Line.
